Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawai‘i Department of Transportation (HDOT), Highways Division propose to replace Waiāhole Bridge. This proposed project is a federally funded HDOT project. It will be considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). This bridge replacement is needed because the current bridge is no longer functionally viable or structurally safe; the bridge is almost a century old (built 1922), it is unable to handle the current volume of traffic on Kamehameha Highway, and it is lacking important safety features such as shoulders which are required by the American Association of Highway Transportation Officials (AASHTO). Stream water flow often overtops the embankments due to insufficient hydraulic capacity of the stream and debris caught under the bridge by a center pier. The proposed bridge will constructed to AASHTO standards, including an improved approach as well as new railings and access ways to allow vehicles, bicycles, and pedestrians to use the bridge safely. To better accommodate stream flows, the stream channel and bridge span will be widened and the center pier removed. During construction, a bypass bridge is anticipated to be used to maintain traffic flows on Kamehameha Highway.
