Cultural Impact Assessment Notice: Kahuku, Island of Oʻahu

ASM Affiliates is preparing a Cultural Impact Assessment (CIA) for the current and proposed future activities at the Marconi Point Condominium Property Regime (CPR) in the ahupuaʻa of Kahuku; Koʻolauloa District; Island of Oʻahu, Tax Map Key (TMK) (1) 5-6-003:053. The approximately 96-acre parcel of the Marconi Point CPR intends to support local, agricultural-based businesses. Local farmers and businesses will own or lease space at the Marconi RCA Trade Center for permitted uses in the agricultural district including, but not limited to, selling, trading, and storing goods.

We are seeking consultation with community members that have long-standing cultural connections of the Kahuku area and may possess knowledge of traditional cultural uses of the proposed project area; or who are involved in any ongoing cultural practices within the vicinity of Marconi Point. Cultural Impact Assessment Notice: Maunakea Island of Hawaiʻi

Kaimipono Consulting Services, LLC and Pacific Consulting Services, Inc., on behalf of the University of Hawaiʻi, are conducting a Cultural Impact Assessment (CIA) concerning proposed future University of Hawaiʻi land authorizations on Maunakea on the Island of Hawaiʻi. The CIA team is seeking to engage with cultural practitioners who can advance their understanding of the role of Maunakea in Hawaiian culture and the possible effects of future land authorizations on cultural practices. Many past studies have documented the significance of Maunakea in Hawaiian culture. Since those studies were published, community interest has increased and a new generation of cultural practitioners have become active. One of the goals of the CIA will be to determine if there have been changes in cultural practices relating to Maunakea. Another goal is to gauge the possible cultural impacts of the alternatives being considered in the EIS. Notice Of Section 106 National Historic Preservation Act Consultation Mauna Loa Satellite Calibration Project

The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) proposes a research project at the NOAA Mauna Loa Observatory, located at 11,200ft altitude on the north slope of the Mauna Loa Volcano, about 5.8 miles from the crater and about 2.3 miles from the boundary of Volcanoes National Park. The proposed project is a collaboration with a photonics company to study and improve the calibration of satellites and airborne imaging sensors using reflected sunlight from mirrors on the Earth’s surface. The goal of the project is to improve satellite imagery and data quality for numerous applications, including environmental and atmospheric science.

The new and innovative satellite calibration method is compact, easy to deploy, and has minimal impact on the surrounding environment.

The proposed project involves installing two mirror arrays measuring 12′ and 4′ in diameter respectively, an electronics and instrument control unit measuring 16′ in diameter and 15′ tall, and a small solar array to provide independent, environmentally-sustainable power. The mirrors are only visible from nearly directly overhead, are covered when not in use, and were cleared by the Federal Aviation Administration to be non-hazardous. All components will be painted to black to match the surrounding lava rock, will not be visible from afar, and will be located on previously-disturbed land. They will be anchored with guy wires and small holes that will be filled/covered when the project concludes in 5 years.  The Area of Potential Effects (APE) is within the 8-acre Mauna Loa Observatory property. The instrument system will be located at the following latitude and longitude coordinates: 19.5355073. N, 155.5747882. W.

We welcome any information you can provide on historical and cultural sites within the proposed APE. Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed APE are requested to contact NOAA. Other individuals and organizations with demonstrated legal, economic, or historic preservation interest in the undertaking are also asked to contact NOAA. We welcome any information within 30 days of this notice.
